Turning the EU Plan into Practice

What’s Happening Now
The European Union’s Digital Education Action Plan (2021–2027) is driving a major effort to make digital learning high quality, inclusive and accessible for everyone. It focuses on two main priorities:

  1. Building strong digital education frameworks through better infrastructure, platforms and skilled institutions
  2. Developing digital skills for all citizens, from basic competences to the safe and responsible use of artificial intelligence

These priorities support the EU’s wider Digital Decade goal for 80 per cent of adults to have at least basic digital skills by 2030.

Why This Matters for Seniors
As Europe moves services, communication and daily activities online, the EU is ensuring that older adults are not left behind. The Action Plan promotes senior-friendly learning and funds training for educators so that digital education is accessible, safe and practical. This includes everyday skills such as managing health information, using public services, communicating with family and friends and staying safe online. AI4S puts this plan into action by offering older adults clear, structured learning and support to help them understand and use artificial intelligence with confidence.

Europe’s shift towards digital public services, healthcare, banking and communication is happening rapidly. The EU is taking clear action with a defined plan and timeline to make sure all citizens can take part. AI4S brings this vision to life, helping older adults build the skills they need to use digital and AI tools safely, confidently and independently.

AI4S demonstrates how EU policy can deliver real results through clear lessons, accessible design and well-prepared educators. The project supports the goals of the Digital Education Action Plan and helps Europe move closer to its Digital Decade targets, ensuring that seniors can fully participate in the continent’s digital future.

  • Prepared educators: Trainer guides, delivery templates and assessment checklists aligned with EU frameworks ensure quality and consistency.
  • Senior-friendly lessons: Short, practical modules on voice assistants, online safety, smart home basics, messaging and everyday finance.
  • Inclusive by design: Plain language, clear visuals, large fonts and printable or low-bandwidth materials for easy access anywhere.
  • Safety first: Simple advice on privacy, passwords, scams, consent and secure settings to build confidence online.
  • Supported learning: The Intergenerational Toolkit encourages younger mentors and family members to guide and support senior learners at home.
